FMS Specific-Source Request
Partner nations may request JIRACOR as the specific contractor for qualifying FMS requirements.
Under the U.S. Foreign Military Sales (FMS) process, an authorized partner-nation official may request JIRACOR as the specific contractor for qualifying defense articles or services. When approved by the U.S. Government, the specific-source designation may be incorporated into the FMS Letter of Offer and Acceptance (LOA), subject to applicable U.S. Government acquisition and FMS requirements.
JIRACOR can work with partner nations and U.S. Government Implementing Agencies to help define technical requirements, delivery needs, and program support requirements where JIRACOR's capabilities align with the partner nation's mission needs. The U.S. Government retains responsibility for approval, contracting, and execution of the FMS acquisition.

As the Prime Contractor, JIRACOR provides COTS initial spares supporting P-8 DVRS requirements for the U.S. Navy and Royal Australian Air Force (RAAF). The effort includes material procurement and supplier coordination, verification and documentation, packaging, and international logistics supporting delivery to Australia.
From Requirement to Readiness
Partner-Nation Requirement
The partner nation identifies a defense article or service requirement and initiates the FMS request process through the appropriate U.S. Government channels.
FMS Case Development
The U.S. Government implementing agency and DSCA work with the partner nation to define scope, structure the FMS case, and develop the Letter of Request (LOR).
Specific-Source Request
If the partner nation wishes to request JIRACOR as the specific contractor, an authorized partner-nation official submits that request to the U.S. Government implementing agency for consideration.
U.S. Government Review & Approval
The U.S. Government reviews the specific-source request. If approved, the specific-source designation may be incorporated into the FMS Letter of Offer and Acceptance (LOA), subject to applicable acquisition requirements.
LOA & Acquisition
The U.S. Government issues the LOA to the partner nation. Upon acceptance, the U.S. Government executes the acquisition and awards the contract in accordance with applicable requirements.
Program Execution
JIRACOR delivers training systems, spares, technical support, or integration services on schedule and within budget, with full program management oversight and coordination with the implementing agency.
Sustainment & Follow-On
JIRACOR provides ongoing sustainment, technical refresh, and follow-on support to keep partner nation systems mission-ready throughout the program lifecycle.
